Seems silly, but having lived there a long time, I can at least say that Chicago and the rest of the state are completely different entities. The Quad Cities is about three hours away, and even people in Joliet do NOT consider themselves to be from Chicago, and that's about an hour away. Those places would be considered "near" Chicago.
You would think that might explain it, but it seems to actually be related to people who have moved away but never remembered to change their location.
